KeyExpirationTime of KERB_EXTERNAL_TICKET missing on Windows XP 64 bit

The LSA Kerberos functions are not implemented in the WOW64 environment
on XP64 and 2003 64.   They succeed but return garbage.  You must use
64-bit apps or Vista or higher.
