version numbering for kfw

KRB5_RELTAIL is only used in the file description string it is not
used for versioning.

KRB5_BUILDLEVEL will only be used by Windows.  Everytime we update
the Major, Minor, Patch levels we reset it to zero.  With each new
tag we increment it by one.
