[krbdev.mit.edu #7463] Sphinx HTML output is enormous

The HTML output from Sphinx is very large.  Running du -k | sort -n on the doc tree that mkrel 
produces includes the following:

3996    ./html/_sources
18544   ./html/appdev/refs/macros
24956   ./html/appdev/refs/api
45260   ./html/appdev/refs
45348   ./html/appdev
52096   ./html

We can drop 4M by not copying the sources (setting html_copy_source=False in conf.py), but it 
seems that the bulk of the problem is with the table of contents sidebar, which contains over 
65k of mostly repeated HTML in almost every output file in html/appdev.
